Fall Creek Place Parents Group
Interested in meeting other families with kids in Fall Creek Place? A couple neighbors have setup a Facebook group to share information relevant to families with children and to get to know one another. Join the group at https://www.facebook.com/groups/FCP.parents.
Fall Bulb Sale Fundraiser
THE BULB SALE HAS BEEN EXTENDED TO SEPT 23RD. Please get your orders in to Heather or King Park by then to get your bulbs in time for the fall planting season.
The FCP Garden Committee will be holding its 2nd annual Fall Bulb Sale Fundraiser August 27th through September 16th. Even if you aren’t a green thumb, bulbs are an easy, no maintenance way to bring color to your yard throughout the spring and summer months. Packets will be available to pick up at King Park at 2430 N Delaware St. or you can contact Heather, the garden committee chair, at garden@fallcreekplace.com to have one delivered to your house. 50% of the proceeds come back to FCP so please ask your family, friends and coworkers to purchase some beautiful flower bulbs for their garden and beds. The garden committee will put all of the funds raised toward beautification of our parks and monuments rather than an individual project this year due to the drought. Please help revive our green spaces by purchasing some flower bulbs. Thank you for your support!

Talbott Commons Zoning Request
A local developer, Axia Urban, proposes to refurbish an existing 2-story building at 122 E 22nd St. (between Talbott and Pennsylvania). They have filed for zoning variances from the City of Indianapolis for the building to house a restaurant on the first floor and three residences on the second floor. A 425 sq.ft. patio would be immediately to the east of the building with an 18 space parking lot to the north. Though not part of this particular case, a siteplan (download here) provided by the developer illustrates their intention to build a second building on the northwest corner of 22nd and Talbott at some future date.
The variances include outdoor seating (not permitted), 18 parking spaces (28 required), a portion of a stairway tower within the required side yard (not permitted), no landscaping strip on 22nd Street and a 7.33 foot strip along Talbott Street (10 foot required), and portions of a trash enclosure within the required clear-sight triangle (not permitted).
Generally speaking, the necessary variances are standard requests when building or refurbishing an urban building. A staff member of the Metropolitan Development Commission has reviewed the proposal, suggested alterations that the developer has incorporated into their plan, and they now recommend approval. The case will be heard by the Board of Zoning Appeals at September 4, 2012 at 1pm in the City-County Building. Fall Creek Place has an opportunity to present their opinion at that time.
A neighborhood meeting regarding the proposal will take place on Thursday, August 30th at 6:00pm at the King Park Area Development Corporation office at 2430 N Delaware St. Interested neighbors are encouraged to attend. A representative of the developer and the owner of the proposed restaurant will be available to present information and answer any questions you may have.
Neighbors are encouraged to provide feedback concerning this request as to what position, or no position, you would like to see the neighborhood take regarding this variance request. You may provide your comments to progress@fallcreekplace.com by 5pm on Thursday, August 30th. National Night Out Block Party Cookout August 7th
Make new friends, get to know your neighbors, and meet a King Park Public Safety Cooperative IMPD officer at the annual Fall Creek Place/Proper National Night Out Cookout. The party will on National Night Out, Tuesday August 7th from 6pm to 9pm at 331 Citizens Place (the cul-de-sac just north of 25th/New Jersey). Meat will be provided. Bring a side dish to share with your neighbors along with drinks and lawn chairs for yourself! Special thanks to the Wafford family for again hosting the event!
Eat and Greet Summer Block Party
pJoin us for a summer block party at Indy's Kitchen at 25th/Central on Sunday July 15 from Noon to 4pm. Der Pretzel, MacGenie, Nicey Treat, and Scratch food trucks will be on hand, along with music and prizes and a kids zone. The new business district name to brand the area will also be released.
Save Our Parks Emergency Watering Fund!
For the third year in a row, we’re in a drought. With no rain in the past four weeks, and approaching the hottest temperatures we’ve seen in a generation, the grass in our parks is baking. While grass does naturally go dormant in the summer when it gets hot and dry, the roots still need minimal water to stay alive and be ready to sprout new green grass when the weather cools. Without an inch or so of water every few weeks, even the roots die. Our neighborhood parks do not have an irrigation system, and thus are on the verge of being completely killed off. Our landscape provider, True North, has invested volunteer time and effort to help, but we need to raise money to continue the periodic watering necessary to keep the grass alive so the parks continue to be beautiful and usable community spaces that enhance our neighborhood’s quality of life.Our neighbors in the Unity Park homes have pledged $1,000 as a challenge to the rest of the neighborhood. Tax-deductible donations are being accepted by King Park immediately to increase this emergency fund. Checks can be made payable to King Park Area Development Corporation, with “Save the Parks” as a note, and dropped off, in person or through the mail slot, to King Park at 2430 N Delaware Street. Time is critical. Whether you have $5 or $500, your contribution will help keep our parks alive. (Any unused funds will be used, through the Garden Committee, for park enhancements).

Talbott Tree Trimming - Volunteers Needed - Cars Need Moved
On Saturday May 26th from 9-1pm the Garden Committee will be working with DPW and the residents of Talbott St. to trim the out-of-control pear trees that line the street. We need as much neighborhood participation as we can get. Even if you only have an hour to spare, we can still use your help. DPW will be training us on how to trim the trees properly and will provide most all of the tools we need. If you have additional tree pruners we welcome you to bring them. The Garden Committee will provide drinks and snacks. Please do not park your car on Talbott St. between 9-1pm that day. Voting Location Changes
Next Tuesday is primary election day, and due to redistricting, the voting location for some residents may have changed again. It appears our neighborhood now votes at one of three locations: IPS School 27, the Oaks Academy, and the Harrison Center for the Arts. Where you vote is based on which precinct you are in, which oftentimes is not the closest polling place. Before you head to the polls, verify your polling place at http://maps.indy.gov/VIP/ .
Ash Tree Removal/Replacement Strategy Public Meeting
In early May 2012, Ash trees in our community will either begin treatment or be removed. Some trees may even begin treatment this week. DPW will remove certain Ash trees May through June. August through September neighborhoods will address stump removal. And then, October through November will be replacement tree plantings.
Please join us on Wednesday, May 2nd at 7pm at the Indiana Landmark Center, 1201 Central Avenue, to learn more about which trees are being treated and which are being removed.
School Zoning Change Request
A zoning change request has been received for 2240 North Meridian Street to change from C4 (community commercial) to SU2 (special use for schools). Zoning is the law that regulates what and how each piece of land in the city can be used for. Neighbors and neighborhood organizations are notified of these requests as required by law and are able to provide an opinion regarding the change at a public hearing. In Fall Creek Place we manage these requests through the Progress Team, which consists of a coordinator and any neighbors interested in the particular case.
The zoning change is for the construction of a new charter high school. As described in detail in this download, the school would be a two story building with nine classrooms, offices, and 300 technology booths. The Carpe Diem Collegiate High School is a replication of a highly ranked school in Yuma, Arizona and is a hybrid between on-site teachers and computer-assisted instruction. It would open this fall and serve 200 students in grades 6-10, with a capacity of 273 students.
The school developers are holding an open house presentation at 7pm on Wednesday April 18 at the King Park Area Development Corp offices at 2430 N Delaware. Anyone interested in the zoning request or the school concept is welcome and encouraged to attend.
The public hearing is scheduled for April 26th at 1pm in the Public Assembly Room of the City County building. The petition number is 2012-ZON-021. If the zoning change is approved, a design review petition will also be filed as the site is covered by the Regional Center Design Guidelines that regulate the site layout and design of the building. The case before us is only the zoning change.
Anyone having any feedback concerning whether the neighborhood should support this zoning change, oppose it, or take no position, is welcome to provide feedback to progress@fallcreekplace.com before Friday April 20th.
