Located near downtown Indianapolis on the city's near north side, Fall Creek Place is a neighborhood filled with a diverse mix of hard-working people who appreciate the benefits of downtown living. This innovative development features newly constructed homes along with restored historic homes in a neighborhood with new parks, new sidewalks, and other amenities all less than two miles from the heart of downtown. And, unlike many of the housing developments surrounding Indianapolis, it's a neighborhood that wasn't carved out of a cornfield overnight.

Voting Location Changes

Next Tuesday is primary election day, and due to redistricting, the voting location for some residents may have changed again. It appears our neighborhood now votes at one of three locations: IPS School 27, the Oaks Academy, and the Harrison Center for the Arts. Where you vote is based on which precinct you are in, which oftentimes is not the closest polling place. Before you head to the polls, verify your polling place at http://maps.indy.gov/VIP/ .

Ash Tree Removal/Replacement Strategy Public Meeting

In 2011, downtown neighborhoods (Fall Creek Place, Herron-Morton Place, and The Old Northside) began meeting to address the rising Ash Borer issue. Since 2004, Emerald Ash Borer, an insect pest, has been killing Ash trees. Unfortunately, this insect pest has already killed thousands of trees in Indianapolis. Community organizers pulled together to form ABATe (Ash Borer Action Team) to address treatment or removal of existing Ash trees.

In early May 2012, Ash trees in our community will either begin treatment or be removed. Some trees may even begin treatment this week. DPW will remove certain Ash trees May through June. August through September neighborhoods will address stump removal. And then, October through November will be replacement tree plantings.

Please join us on Wednesday, May 2nd at 7pm at the Indiana Landmark Center, 1201 Central Avenue, to learn more about which trees are being treated and which are being removed.

School Zoning Change Request

A zoning change request has been received for 2240 North Meridian Street to change from C4 (community commercial) to SU2 (special use for schools). Zoning is the law that regulates what and how each piece of land in the city can be used for. Neighbors and neighborhood organizations are notified of these requests as required by law and are able to provide an opinion regarding the change at a public hearing. In Fall Creek Place we manage these requests through the Progress Team, which consists of a coordinator and any neighbors interested in the particular case.

The zoning change is for the construction of a new charter high school. As described in detail in this download, the school would be a two story building with nine classrooms, offices, and 300 technology booths. The Carpe Diem Collegiate High School is a replication of a highly ranked school in Yuma, Arizona and is a hybrid between on-site teachers and computer-assisted instruction. It would open this fall and serve 200 students in grades 6-10, with a capacity of 273 students.

The school developers are holding an open house presentation at 7pm on Wednesday April 18 at the King Park Area Development Corp offices at 2430 N Delaware. Anyone interested in the zoning request or the school concept is welcome and encouraged to attend.

The public hearing is scheduled for April 26th at 1pm in the Public Assembly Room of the City County building. The petition number is 2012-ZON-021. If the zoning change is approved, a design review petition will also be filed as the site is covered by the Regional Center Design Guidelines that regulate the site layout and design of the building. The case before us is only the zoning change.

Spring Neighborhood Cleanup April 28th

Our annual Spring Clean-Up will be held on Saturday April 28th from 9am to 1pm. Meet up at the 23rd/Alabama Street Park. Come and meet new neighbors while greening up our streets, alleys, parks, and public spaces. Our focus will be scraping up all the leaves and debris in the curbs and picking up trash in our streets and alleys, so please park your cars in your garage or driveway so we can more effectively clean!

Tools, bags, gloves and refreshments will be provided. A lunch will again be offered at the end of the event.

Even if you only have an hour, we have a need for you! And if you can’t join us, you can still help by focusing on the curbs in front of your home.

If you are feeling motivated we also need volunteers to help with special projects like bridge clean-up, gateway monument maintenance, digging out tree stumps, digging up a small dead tree in the Sutherland Park and brush removal along the Fall Creek Trail by the creek. New Streetlight Map to Help Report Outages

Thanks to dozens of neighborhood volunteers, King Park now has a website containing a map with all the public streetlights in the area along with all the information needed to report them out to IPL, including the address, pole number, and light type. Help us keep the lights on by quickly reporting any streetlight that is out near you! The map is available here.

Meridian Street Bridge Rehabilitation

As you’ve probably noticed by now, construction barricades are up on Meridian Street on the bridge over Fall Creek, and 25th Street is closed between Meridian and Pennsylvania Streets. This project is part of RebuildIndy and involves rehabilitation of the historic 1917 bridge, including reconstruction of the limestone façade, limestone railings, curb and sidewalk, and portions of the structural concrete arches, all on the east side of the bridge. The cost of the project is estimated at $3.8 million.

Construction is slated to last until December, and we’re anticipating additional traffic on our other north-south streets as traffic is restricted on Meridian, as well as on our side streets as 25th Street is closed. Our side street crossings (especially 24th Street) at Penn and Delaware are notoriously dangerous, so please use extra caution if using them or use a safer crossing protected by traffic lights at 22nd Street.

HOA Annual Meeting October 25

The Annual Meeting of the Fall Creek Place Homeowners' Association will be held Tuesday October 25 from 7pm to 9pm at Indy's Kitchen, 2442 Central Avenue. Please note the location is different than previous annual meetings!

The purpose of the meeting is to elect two officers to the HOA Board of Directors, as well as to review other business, including a recap of the HOA activities this year, a review of neighborhood developments, the 2012 budget, and committee reports from the crimewatch, design review, and garden committees.

Garden Committee Bulb Sale

The FCP Garden Committee is holding its 1st annual bulb sale this fall to help raise money for beautification projects such as doggy waste stations in the parks, flowers and bushes for the gateway monuments, replacement trees and many other projects. Even if you aren't a green thumb, bulbs are an easy, no maintenance way to bring color to your yard throughout the spring and summer months. The bulb sale will run from August 29th – September 18th. You can pick up a sale packet from Goose The Market, King Park or contact Heather Roemer at garden@fallcreekplace.com if you would prefer to just make a purchase. Our goal is to sell 300 packages of bulbs so please ask your friends, family and coworkers. The person who sells the most packages of bulbs will get a gift card to Goose The Market. We will have 2nd and 3rd place prizes also. Please help us keep Fall Creek Place looking beautiful.

Brownfield Cleanup at 25th/Delaware

The City of Indianapolis recently applied for and won 2 major grants to help remediate the legacy contamination at 2460 N. Delaware St. This is the former site of the Flowers Dry Cleaners operations (now owned by the City), which collapsed into the street circa 2003. The US EPA has awarded the City a $200,000 Brownfield Cleanup Grant, and the state has awarded a $40,000 Brownfields Federal Grant Match (FGM) grant to assist in conducting the environmental cleanup activities at this site. Heavy equipment will be delivered to the site on Wednesday (3/16) and the actual excavation work will begin on Thursday (3/17). Work will continue until the end of the day on Friday and no cars should park on this parcel until after the excavator has been removed from the site. Additional work will be conducted at the site and in the subject area during the weeks of April 11 and April 18, 2011, weather permitting. Subsequent site reuse has not been determined. Read a letter from the contractor explaining the procedures and schedule.
